Feds hoping to expand take up of working income tax benefit as

first_imgOTTAWA – A federal budget aimed at Canada’s middle class will also have a focus on the second part of the Liberals’ political target audience: those who wish to join it.An expansion to the Working Income Tax Benefit will be laid out in next week’s federal spending blueprint following a commitment last fall from the Liberals that they’ll put $500 million more into the program, starting next year.The benefit, known by its acronym WITB, has been around for over a decade. Put simply, it allows people typically earning minimum wage or less to effectively earn more by subsidizing their wages with a tax credit.“When you see that higher wage rate, we expect people to be willing to work more and stay more attached to their jobs,” said Tammy Schirle, an economics professor at Wilfrid Laurier University.In theory, that should mean more people then get a chance to begin working their way up the economic ladder to that middle class the Liberals invoke.So, the starting point is getting more people onto the bottom rung of the ladder. Expanding WITB becomes a question of logistics and cash, and Schirle and others are hoping for changes to both next week.An internal government study has found the take-up rate for the benefit sits at around 85 per cent, in part because those who file their taxes using paper forms tend to claim it far less than those who hire tax preparers or use computer software.A pilot program run by the Canada Revenue Agency in New Brunswick for the 2016 tax year, however, saw claim rates jump when a flyer highlighting the program was stapled into people’s forms.The agency is expanding the program nationwide; if the results in New Brunswick mirror themselves at the federal level, the number of paper filers claiming the benefit could rise by 18,669 claimants, the CRA said. That in turn could result in an additional $12.5 million spent.So a sliver of the funds the federal government has allocated could be spent on just more people taking them up on the program; in 2016, the program provided more than $1.1 billion in benefits to over 1.4 million people.A widely expected change that’s going to eat up more of the planned spending is for the government to raise the maximum top-up people can receive and also increase how much they can earn before the benefit begins to get clawed back.With minimum wage rates going up in several provinces, the number of those able to access the program might shrink.“Where WITB falls short today, it’s a good policy that simply doesn’t have enough investment behind it,” said Noah Zon, director of policy and research at the Maytree Foundation, a social policy think tank.“Another $500 million will have some significant potential to improve that, but the real challenge with it is that it simply cuts out a very low income.”The same Finance Department study that analysed take-up rates for the benefit also uncovered some demographic facts about who is using the benefit the Liberals could be seeking to address next week.As the program is currently structured, only one member within each working couple can claim the benefit. In 2012, the study found, this was most often a man.A key theme of the budget is helping women enter and stay in the workforce. Changing the structure of the benefit could address that, suggested Schirle.“A large part of what people are talking about lately is the need to help women’s attachment to the labour force, especially when they are struggling with kids and part time jobs and balancing everything,” she said.“Something like the WITB can help give them that extra support.”last_img read more

first_imgMONTREAL – The updated and expanded Canadian-Israeli free trade deal includes a chapter on gender equality that is the first of its kind in the world, International Trade Minister Francois-Philippe Champagne said Monday.Canada’s new trade deal with Israel also maintains a controversial article that recognizes merchandise from occupied territories such as the West Bank as products of Israel.What’s unique to this trade agreement is the provision that places the chapter on gender equality under the scope of the dispute settlement mechanism of the larger agreement, Champagne said.“We are writing international law today,” Champagne said to Israeli Minister of the Economy Eli Cohen, who travelled to Montreal to sign the deal.“This is the only trade deal in the world with a chapter on gender that is subject to a dispute resolution.”Champagne and Cohen were scheduled to officially sign the updated agreement later on Monday at a private ceremony in Montreal closed to the media.Both governments need to ratify the deal before it enters into effect.The original free trade deal between Canada and Israel came into force in January 1997, which governed the roughly $1.7 billion in two-way merchandise trade between the two countries in 2017.Negotiations to update the agreement began under former prime minister Stephen Harper in 2014 and were concluded by the Trudeau Liberals.The new deal maintains a provision that requires merchandise from areas such as the West Bank to be labelled as products of Israel despite the fact Canada doesn’t recognize permanent Israeli control over that territory, which was occupied in 1967.A Winnipeg man is challenging a decision made by the federal food inspection agency in 2017 that allowed two wines produced in the West Bank region to be sold in Canada with the label “Product of Israel.”Under the trade agreement, “Israel” refers to any territory where the country’s customs laws are applied.Champagne said the new trade deal is in line with international law.“It’s a simple matter,” he said. “In international trade law, the way a territory is defined is the physical territory where the customs law apply.“We think the determination of Canadian food inspection agency is reasonable and acceptable.”The decision to include a chapter on gender equality came at Canada’s behest.Chapter 13 states both countries “acknowledge the importance of incorporating a gender perspective into the promotion of inclusive economic growth.”Cohen told the audience “we will learn from you and implement this (gender chapter) in our future free trade agreements.”“The agreement that we will sign later today (provides) free duties to more than 2,000 items in the food and agricultural sector,” Cohen added.Moreover, the updated deal expands market access for both countries and includes new chapters on issues such as e-commerce, intellectual property and labour.last_img read more

Athenahealth fetches 57 billion cash buyout offer

That represents a roughly 12 per cent premium over the closing price of athenahealth shares on Friday.But the latest deal is smaller than a $6.5 billion bid that prominent investor Elliott Management Corp. made in May.Elliott Management made its offer for $160 per share in cash after saying it had grown frustrated with athenahealth’s struggles, which included missed guidance targets and churning through five chief financial officers in the last four years.A month after Elliott made its offer, co-founder and CEO Jonathan Bush said he was stepping down.Athenahealth said Monday that Elliott Management supported the latest deal offer. Evergreen Coast Capital is an Elliott affiliate that invests in technology.Athenahealth, based in Watertown, Massachusetts, makes medical record, revenue cycle and care co-ordination products and delivers most of it through the cloud. On Friday, it reported third-quarter earnings that topped analyst expectations, but its revenue fell short of the average forecast on Wall Street.The latest athenahelath bid offers “a decent valuation for what has increasingly appeared to be a struggling business,” Leerink analyst David Larsen said in a research note.“We believe that following the long and tumultuous sales process it is unlikely another bidder will emerge,” he wrote.Evergreen and Veritas plan to pair athenahealth with Virence Health, which Veritas bought earlier this year. The combination will operate under the athenahealth brand and stay headquartered in Watertown, Massachusetts. Virence Chairman and CEO Bob Segert will lead it.Athenahealth’s board of directors unanimously approved the deal, which the company expects to close in the first quarter. After the unbelievable global spectacle of the first Dream Team at the 1992 Olympics, the U.S. might have assembled Dream Team 2 this year, with stars like LeBron James, Kevin Durant, Kobe Bryant, Chris Paul, Blake Griffin and Carmelo Anthony all competing on the same team.The first Dream Team was something the world had never seen before, the biggest stars on the biggest stage. When the United States decided to allow professional basketball players to compete in the 1992 Olympics (after the U.S. finished a disappointing third in 1988), the NBA—which was at first reluctant to supply players—soon realized what it had on its hands: a chance to put together the greatest collection of basketball talent the world had ever seen. So the “Dream Team” was born, with stars like Michael Jordan, Magic Johnson, Larry Bird, Patrick Ewing, Scottie Pippen, Karl Malone, John Stockton, Charles Barkley and Clyde Drexler all playing together, most of them near the height of their powers. They beat their world opponents by an average of 44 points and trounced Croatia for a gold medal. It is a team that is still being talked about, with documentaries still being made chronicling the historic nature of that squad.So are we now at Dream Team 2? Is this squad as good as that one? If we had a time travel machine and the two teams had occasion to play each other, who would win? Head officials Jerry Colangelo and head coach Mike Krzyzewski were faced with the tough task of trimming this amazing bunch of talent down to 12 players by June 18th.Injuries to Derrick Rose, Dwight Howard, Chauncey Billups, and LaMarcus Aldridge during the NBA season made this decision a lot harder, as these were four players who were likely to make the final roster. The Olympic committee granted the U.S.’s request for an extension on finalizing their roster for the games.Over the weekend USA Basketball finally released its final roster, and despite injuries this team still looks poised to dominate this year’s Olympic games. Team USA has been comprised of some of the most versatile and athletic players on the planet, which will make this team something to watch.The guards include Kobe Bryant, Chris Paul, Deron Williams, Russell Westbrook, and finally James Harden, who was added to the pool after the injury to guard Derrick Rose. The forwards are lead by finals MVP Lebron James, scoring champion Kevin Durant, Carmelo Anthony, Kevin Love, Blake Griffin and Andre Iguodala.
